​The vision of the Kentucky Board of Education is that each and every student is empowered and equipped with the knowledge, skills and dispositions to pursue a successful future. Students moving to the next educational level or graduating from high school should be prepared to succeed in the next stage in their lives.

Transition ready students should be able to enter and succeed in entry level postsecondary courses without remediation or enter the workforce possessing the knowledge and technical skills needed for employment in their desired career field. At high school, a student must earn a high school diploma by meeting/exceeding the Kentucky Minimum High School Graduation Requirements and meeting one type of readiness (Academic or Career). In addition, for English Learners, performance on the English Language proficiency assessment as measured by WIDA ACCESS must be met for any student who received English Language Services during high school. Students who participate in the alternate assessment program and who are working toward earning an alternative diploma will have criteria for transition readiness based on an alternate assessment requirement and employability skills attainment.

The Academically Gifted and Talented Program provides differentiated, inquiry-based, and authentic educational experiences commensurate with the interests, abilities, and needs of the gifted and talented learner.

Who are the gifted and talented?

Students who are identified as possessing a demonstrated or potential ability to perform at an exceptionally high level in any of the five areas of giftedness: general intellectual aptitude, specific academic aptitude, creative or divergent thinking, psychosocial or leadership skills, or skills in the visual or performing arts.

How are the gifted and talented identified?

Gifted students are identified through their outstanding intellectual capabilities, academic aptitudes, and/or creative abilities. Students in grades one through five are administered the Cognitive Abilities Test (CogAT) during the fall. Students must have a score of 24 or higher to qualify as gifted. Advance Program students must have a score of 21 to 23. These students are identified by their general intellectual ability, specific academic aptitude, divergent thinking, psychosocial or leadership skills, and/or skills in the visual or performing arts.

A combination of informal assessments is used to determine placement in the Primary Academic Talent Pool (grades one through three). Formal identification of students in grades four and five includes a combination of formal and informal measures, specific to the five categories of giftedness.
